The App is free, lives on your phone, and is fine to start with. The API (officially the WhatsApp Business Platform / Cloud API) has no interface of its own — it is plumbing that lets a tool you control send and receive messages. What you actually need to apply in Kenya
The Cloud API is not a sign-up-and-go. Meta requires business verification before you can message at scale. Gather these before you start:
- A registered business — your Certificate of Incorporation, CR12, or business permit. Meta's Business Manager wants proof the business is real.
- KRA PIN — the standard tax identifier Kenyan businesses use in Business Manager and with BSPs.
- A Facebook Business Manager account with an established Facebook Page (you need the Page, not just a personal profile).
- A WhatsApp number that can receive an OTP — ideally the Business line your customers already save. It must not be linked to another platform's WhatsApp tool.
- A company website and domain email — Meta associates the number with your domain. A

You typically do not "get" the API yourself
Two realistic routes:
- Go direct to a BSP (Twilio, Africa's Talking, 360dialog, Gupshup, and others). You manage business verification, template submission, and per-message billing with them. Most engineering effort, most control.
- Use a WhatsApp platform — a product that has already done the verification and BSP plumbing, and gives you a dashboard. What it costs in KES
There are two layers, and vendors blur them on purpose. Keep them separate:

The practical benchmark: the App is free; the API is not free, it is paid by conversation plus your provider. If you are doing under ~20–30 customer conversations a day, an API is often overkill — the free App plus a single organised phone can still work.
Green tick: what it is and what it is not
You will hear "green tick" everywhere. Two separate things:
- Business verification — Meta confirms your business is real. Required to message at scale.
- Official Business Account (green tick) — a display badge on your profile. Nice for trust, but not required to run automation, and Meta grants it based on your business's authenticity and completeness — not because you paid a vendor.
A vendor who promises "we get you the green tick" is inflating the value. Verification is what unlocks the API; the green tick is a trust badge you earn.
Compliance Kenyan sellers must keep
- Opt-in — you may only message people who agreed. Do not message numbers that never reached out to you. The Kenya Data Protection Act (2019) requires consent before you send marketing; the App has no consent tooling, the API (through a provider) does.
